what is the best option for buying a digital SLR camera?
I’m looking at canon, nikon and sony cameras and would like to get a DSLR. I’m ok with buying used, but I’m afraid of buying a cheap/bad camera because I don’t know very much about cameras. Should I buy used, refurbished or new?

I suggest you buy new, unless otherwise you really know the first owner and you trust him/her.
Also, you must consider that DSLR has some of mileage like count, I think the term is actuations. It counts how many shoots you have made, when it reaches the maximum, the camera stops to work.
I think the best bet out there is the D3100, but then I am a Nikon fan. You have to decide for yourself. And don’t go more than the D7000. I believe you are a novice who doesn’t know anything about DSLRs. D3100 or D5000 is the best camera to practice but D3100 has the better video.
The cheapest out there is the Sony
A290 is 441usd
A390 is 500usd
they both good and has 14 megapixel sensors. Don’t underestimate them. I am not sure however, whether those cameras shoots videos.
