The actual focal length of that lens is 5.0 – 18.2mm, because most digital sensors are smaller than the 35mm film format the 28 – 102mm equivalent in 35mm photography terms is given as a guide.
In 35mm photography, which existed long before digital was invented, the standard lens was 50mm so 28mm is almost twice the angle of view of a standard lens and 102mm is half the angle of view of a standard lens so it’s a useful range to have.
